Frank J. Leber Since joining Rhoads & Sinon LLP in 1975, Mr. Leber has acted as bond counsel to municipality authorities, industrial and commercial development authorities, redevelopment authorities, parking authorities, school authorities, municipalities and school districts. He has participated in the financing of sewer and water facilities, hospital and college facilities, continuing care retirement facilities, industrial and commercial facilities, redevelopment facilities, parking facilities, municipal and school facilities, and telecommunication facilities and is experienced in the issuance of general obligation bonds, revenue bonds, special revenue bonds, tax and revenue anticipation notes and refunding bonds. He has also acted as underwriter's counsel and trustee’s counsel. Prior to joining Rhoads & Sinon LLP, Mr. Leber served as an attorney with the Harrisburg Regional Office, Office of the General Counsel, USDA, serving Federal Regions I, II and III, and advised agencies of the USDA, including the Farmers Home Administration, in matters involving municipal finance law, corporate law, commercial law, real estate law, admiralty law, bankruptcy law and civil and criminal litigation. Mr. Leber served as a member of the Executive Committee of Rhoads & Sinon LLP from 1988 through 2005 and as the firm’s municipal finance practice group manager. BAR ADMITTANCE Admitted to practice before the Pennsylvania Supreme Court MEMBERSHIPS & AFFILIATIONS Mr. Leber is a member of the Board of Trustees of Susquehanna University and serves on the Executive Committee and the Property and Finance Committee. He is a member of the Board of Directors of Lutheran Theological Seminary at Gettysburg and serves on the Executive Committee and chairs the Finance Committee. He is a member of the Board of Trustees of Seminary Ridge Historic Preservation Foundation and the Board of Trustees of The Gettysburg Seminary Endowment Foundation.
