J. Bruce Walter In his utility practice, Bruce Walter has represented clients in their relationships with utilities and has represented numerous regulated and non-regulated municipal water and sewer service providers. He is also experienced in representing governmental bodies in rail crossing proceedings before the Pennsylvania Public Utility Commission. Mr. Walter represents a variety of clients in the transportation industry, both before the Public Utility Commission and before the U.S. Department of Transportation, including the Federal Highway Administration, and in matters relating to preventative planning contracts and policies in the deregulated environment. Mr. Walter has developed expertise in the area of representing not-for-profit entities, including their formation, 501(c)(3) qualification and the operation of a non-profit entity, such as real estate tax exemption, permitted lobbying, charitable solicitation and other matters unique to not-for-profits. This practice includes to associations of non-profits and religious organizations. Mr. Walter represents lenders, industrial development authorities and private developers in industrial revenue bond transactions and letter of credit transactions related to all types of tax-exempt issues. As former regional counsel to the Pennsylvania Industrial Development Authority (PIDA), he has also developed expertise in the full range of economic development programs of the Commonwealth of Pennsylvania.
